Oakley City Council Approves Appointments, Discusses Airport Grant and AT&T Tower Lease

The Oakley City Council held its regular meeting on May 5, 2025, with Council President Leasa Huddle presiding. The meeting saw the approval of several key administrative actions and project updates across city departments.
One major item on the agenda was the approval of final payments and a change order for the South Freeman Improvement Project. The final payout of $46,843.36 to Sporer Land Development was approved, reflecting a $1,269.08 decrease from the original contract. Additionally, council approved $185,689.05 in payments from the May 2 AP Register and payroll totaling $65,838.63.
A lengthy list of mayoral appointments to city staff and boards was unanimously approved, including Brock Sloan as City Administrator, Daniel Cooper as Police Chief, and Leann Hughes as City Clerk. The council also confirmed appointments for boards such as Planning Commission, Board of Zoning Appeals, Airport Board, Library Board, and Housing Authority.
The council voted to establish a $1,000 fee for cemetery disinterments, with an additional $300 reburial fee, to be allowed only by court order. Ordinance No. 1189 was also approved, setting fireworks sales dates from June 27 to July 5.
Administrator Sloan reported the city was awarded a $180,000 KAIP grant for a new airport fuel system. Engineering approvals are in place for the upcoming Ion Exchange Water Treatment Plant project, with bidding expected by the end of the year or early 2026. The council also approved a $4,470 quote for sewer repairs near Farmers State Bank.
Discussion continued regarding a potential lease for a 22.4-acre city tract where resident Kyle McLinn proposed building a dirt track. The council affirmed the property is under lease but welcomed future discussions upon expiration.
Lastly, the council heard updates on efforts to review dispatch agreements with Logan and Gove counties, and Council Member Badger inquired about the status of a $50,000 donation for community development. A strategic planning session is scheduled for May 21.
The meeting adjourned at 7:56 p.m. with no executive session decisions reported.
