Thomas County Commission Recap 4/30, Lifts Burn Ban, Approves Bridge Project and Payroll

COLBY, Kan. — The Thomas County Board of Commissioners held a swift but productive meeting on Wednesday, April 30, 2025, at the Thomas County Historical Courthouse. With all commissioners present—Chairman Mike BaughnCommissioner Brad Flipse, and Commissioner Brian Luedke—the session moved efficiently through several key agenda items, including lifting the county-wide burn ban, approving a KDOT bridge replacement agreement, and finalizing April payroll.


Burn Ban Lifted Following Fire Risk Review

Emergency Management Director David Becker provided an update on recent conditions, leading the board to reconsider the county’s fire restrictions. Following Becker’s report, Commissioner Brad Flipse made a motion to lift the burn ban and rescind Resolution 2025-8, which was seconded by Commissioner Brian Luedke. The motion passed unanimously, ending the temporary ban on controlled burns that had been implemented amid earlier dry and windy conditions.


Progress on Bridge Infrastructure

In a move to strengthen local infrastructure, the commission approved a KDOT bridge replacement agreement for Project No. 097-C-5361-01 (STP-C536). The measure, unanimously supported, ensures that the county will partner with the Kansas Department of Transportation for vital updates to aging bridge structures.


Financial Matters: Tax Roll Correction and Payroll

Commissioners approved a tax roll correction involving severed mineral rights for Melissa & Scott Stephens, resulting in a tax abatement of $215.75. Additionally, they unanimously signed off on the April payroll totaling $504,022.33 and accounts payable payments from the Courthouse General Fund, amounting to $212,467.25.


Maintenance Director Interview Process

Chairman Mike Baughn recommended moving forward with interviews for the Maintenance Director position, signaling the county’s intent to fill the vacancy quickly and ensure smooth facility operations.


Committee Formation and Correspondence

Road and Bridge Supervisor Clair Schrock updated the board on efforts to form a Road Committee that will address ongoing concerns at the intersection of Highways 83 and 24—a busy and often-discussed traffic area near Colby. The commission also received the Treasurer’s Quarterly Report and acknowledged two thank-you cards received from community members.
