Colby City Council Meeting Tonight – August 19, 2025

The Colby City Council will meet tonight, Tuesday, August 19, at 5:30 p.m. in the council chambers at 585 N. Franklin. The meeting will cover a number of important topics that affect the community, ranging from budget hearings to updates on parks and housing.
Highlights on the agenda include:
Public Hearings Coming Up
A resolution will be considered to call for a public hearing on October 7, 2025, regarding the STAR Bond Project Plan and how it aligns with the City’s comprehensive plan.
The council will also set two public hearings for September 2, 2025: one to hear public opinion on exceeding the Revenue Neutral Rate for the 2026 budget, and another to hear input on the 2026 budget itself.
Airport Management Contract
An amendment will be discussed to grant High Planes Aviation the use of primary office space at the Colby Municipal Airport in the north storage room.
Power Generation Investment
The council will review a Master Services Agreement with KMEA Mid-States for the addition of a new generator. The project is estimated at $350,000 and would be funded through the CIRF account.
American Tower Agreement
An amendment to the agreement with American Tower is up for discussion, adjusting the city’s revenue share to ensure long-term stability of the site.
Executive Session & Real Estate
The council plans to go into executive session to discuss potential acquisition of real property. Following the session, they will consider approving or denying a contract for $1.76 million, with an earnest payment of $176,000.
