Thomas County Sheriff's Office Resolves Armed Standoff Without Injury

On September 30, 2026, at approximately 2:50 p.m., Colby Communications received a 911 call from an individual in Menlo, Kansas, experiencing a mental health crisis. During the call, a gunshot was heard in the background.
Thomas County Sheriff's Deputies responded to the residence and learned that a second individual was inside the home when the shot was fired. Upon arrival, deputies safely directed the second individual from the residence and confirmed they were uninjured.
Deputies established a perimeter and attempted to communicate with the armed individual, later identified as Troy Webb of Colby, Kansas. During those efforts, Webb fired multiple rounds from inside the residence.
Search and arrest warrants were obtained, and the Kansas Highway Patrol Special Response Team responded to assist. After approximately four hours, Webb was taken into custody without further incident. No injuries were reported, and no shots were fired by law enforcement during the standoff.
The Thomas County Sheriff's Office thanks the Kansas Highway Patrol, Sheridan County Sheriff's Office, Thomas County/Colby Communications, and Thomas County EMS for their assistance in safely resolving the incident.
Troy Webb is presumed innocent unless and until proven guilty in a court of law.
