Thomas County to Vote on “Liquor by the Drink” in November

Thomas County residents will soon have a big decision to make at the ballot box this November — one that could change how alcohol is served in local establishments.

On November 4, 2025, voters will be asked whether to approve what’s commonly called “Liquor by the Drink” without a food sales requirement.


What’s the current law?

Right now in Thomas County, if a bar or restaurant wants to serve alcohol, at least 30% of their sales must come from food. If they don’t meet that threshold, they risk losing their liquor license.


What would change?

If voters say YES in November, that food sales requirement would be removed. This means an establishment could serve alcoholic drinks without needing to meet a minimum percentage of food sales. In other words, a business could operate more like a traditional bar if it chooses, without being forced to sell a certain amount of food.


What exactly will the ballot say?

The ballot will read:

“Shall the sale of alcoholic liquor by the individual drink in Thomas County, Kansas be allowed in public places without a requirement that any portion of their gross receipts be from sales of food?”


Voters will then choose Yes or No.


Why is this being considered now?

The Board of Thomas County Commissioners passed Resolution No. 2025-11 in July, officially putting the question before voters this fall. Neighboring Sherman County voted on this same issue in recent years, and the measure passed there.


What does a YES vote mean?

  • Removes the 30% food sales requirement.

  • Allows businesses to serve alcohol without a set amount of food sales.

  • Could open the door for more bar-focused establishments.


What does a NO vote mean?

  • Keeps the current rule requiring at least 30% of sales to come from food to keep a liquor license.

  • Maintains the status quo for existing restaurants and bars.


Voters will have their say on November 4, 2025.
