Colby City Council to Meet September 2nd

Public Hearings and Budget Discussions

Two public hearings will take place during the meeting:

  • Revenue Neutral Rate – Residents will have the opportunity to share their opinions on exceeding the Revenue Neutral Rate of 33.583 mills for the 2026 budget. A roll call vote on Resolution No. 1229 will follow.

  • 2026 Budget Hearing – Citizens can voice opinions and objections regarding the proposed use of funds and ad valorem taxes. Following public input, the council will consider adopting the 2026 budget.

The council will also review and vote on the Five-Year Capital Improvement Plan (2026–2030).


Key Discussion and Action Items

A number of additional resolutions and projects are slated for discussion:

  • Sheridan County Sheriff’s Office – Approval of a Memorandum of Understanding for the use of a 24-foot Incident Management trailer.

  • Golf Course Cart Sheds – Continued negotiations on leasing property for additional cart sheds.

  • STAR Bond Project – Approval of Resolution No. 1233, setting a public hearing for October 7, 2025, on the STAR Bond Project Plan. A clerical correction to a previous resolution will be addressed.

  • Community Improvement District – Resolution No. 1234 would set another October 7 hearing related to a proposed CID within the STAR Bond Project.


Additional Resolutions on the Table

Other business includes:

  • 2026 Pay Scale – Resolution No. 1230 establishing classified job positions and pay scale effective January 1, 2026.

  • Social Media Policy – Resolution No. 1231 adopting social media procedures for the City of Colby.

  • Park Dedication – Resolution No. 1232 renaming “Field 1” at Young Memorial Park to Casey Quagliano Field.


Infrastructure and Project Updates

The council will also review:

  • A change order with Bettis Asphalt for the K25 Mill and Overlay project, adjusting costs by $1,896.13.

  • An amended final payment to Bettis Asphalt of $1,063,437.14 for Project 25-97 U-2471-01.

  • Awarding a bid to Weigel Concrete to extend the taxi lane at Shalz Field for an amount not to exceed $121,916.

An executive session is also planned to consult with the city attorney regarding pending litigation.


Consent Agenda Items

The consent agenda includes routine approvals such as:

  • Minutes from the August 19, 2025 meeting

  • Payroll and transfer ordinances

  • General Ordinance No. 3911

  • Route approval for a Law Enforcement Parade Fundraiser for Special Olympics

  • Quarterly utility billing setoff collections and charge-off reports


Reports and Introductions

The meeting will also include the introduction of Aaron Lambertson during the reports and discussions section.


The public is encouraged to attend and take part in the discussions, especially regarding the 2026 budget and revenue neutral rate hearings.
