Governor Kelly Awards Inaugural Kansas Order of the Sunflower Recipient

Governor Laura Kelly today announced the first recipient of the Kansas Order of the Sunflower award. Established by Executive Order No. 26-03, this new honor recognizes exceptional service and leadership in support of military communities and the State of Kansas. Michelle Rone, the “First Lady” of the United States Army 1st Infantry Division at Fort Riley, was named the inaugural recipient during a signing ceremony at the Kansas Statehouse.


“The Order of the Sunflower honors those who go above and beyond to serve others and strengthen our communities,” Governor Laura Kelly said. “Growing up in a military family, I know firsthand the vital role spouses and families play in supporting service members. Michelle Rone’s leadership and dedication have made a meaningful difference for military families and communities across Kansas, and I am proud to name her as the first recipient of this new tradition.”


The Order of the Sunflower is a prestigious honorary designation bestowed by the Governor of Kansas upon military spouses, family members, community leaders, and public servants who demonstrate exceptional volunteerism, leadership, and service. The award reflects Kansas’ long-standing commitment to supporting military installations and the communities connected to them.


“It’s an incredible honor to receive this Kansas Sunflower Award, especially here at Fort Riley, where service is a way of life,” said Michelle Rone. “Volunteerism is about showing up for one another, strengthening our community, and doing what we can to make life a little better for those around us. I’m grateful to stand alongside so many people who give their time and heart so generously, and I share this recognition with all of them.”


Michelle Rone was selected for her leadership, mentorship, and advocacy, on behalf of soldiers and families within the 1st Infantry Division and the surrounding community. During her tenure, she has strengthened communication between families and command leadership, supported initiatives to improve quality of life, and helped foster strong relationships between Fort Riley and Kansas communities.


“It has been a privilege to work alongside Lieutenant General (Ret.) Perry Wiggins in bringing the Order of the Kansas Sunflower to fruition,” said Representative Nate Butler, District 68. “This distinguished recognition places Kansas alongside states such as Texas and Kentucky, which honor exceptional service through the Order of the Yellow Rose of Texas and the Order of the Kentucky Colonel. The Order of the Kansas Sunflower provides a meaningful way to acknowledge individuals whose contributions have made a significant impact on military installations and the surrounding communities. While it is essential to recognize the sacrifices of our service members, this honor ensures we also express our gratitude to those who support them, individuals whose dedication strengthens both our military and the communities they call home.”


During the 2025 Kansas legislative session, Representative Nate Butler introduced House Bill 2256 to create the award, however, the bill did not move forward. Governor Kelly signed Executive Order 26-03 to formally establish the Order of the Sunflower Award on April 28, 2026. The name reflects the symbol of the Sunflower State, representing the resilience, strength, and the pioneering spirit that defines Kansas.


“Today is a great day for the Sunflower State and to be a Kansan,” said General Perry Wiggins, Executive Director of the Governor’s Military Council. “The establishment of a prestigious award by Governor Kelly, “The Order of the Sunflower,” that recognizes the exceptional service, volunteerism, and leadership of our Military Spouses, family members, community leaders, and government employees is brilliant and has been a long time coming.”


To be considered for the Order of the Sunflower, nominees must demonstrate significant, measurable contributions supporting military personnel, their families, or Kansas communities. Additional information on eligibility requirements and the nomination process is available here.
